how do you play this?

I play it as a heart raise but that may be wrong. You have 3 and 4 as raises so you could play 3 as asking for a stopper (you could even play it as both...)

I think if 2H was g.f., we don't need 3S to check for a stopper. Whatever our continuation which might deny a heart fit, partner will know whether she has a spade stopper and whether it might be appropriate to show it.

 

So, if 2H was G.F, 3S would show shortness and a fit in hearts but deny extra strength.

If I had a spade fit with the opponents? I don't know. But, if you meant hearts, I can simply set hearts as trump at the 3-level by bidding them if 2H by pard was g.f. Now pard can cue as a courtesy with a really nice G.F. or can bid 3NT artificial to show a huge responding hand which is interested in slam opposite routine opening 1M bids with heart support.

This needs multiple possible meanings assigned by priority. The first priority is as a 3NT stopper ask. The second priority is a spade cue bid with slam interest and will need to be clarified by the 3 caller. This clarification is straight forward over 3NT but could get tricky over whatever call responder has to make when he doesnt have a stopper.

Even though I play 2/1, in competition this does not apply and so 2 is simply competitive, forcing for one round but not game forcing. This means that a heart raise is competing, non-forcing and not appropriate for a slam try.

 

When discussing the meaning of 3 you have to include the other options that are available. Generally a non-fitting weak notrump hand is going to pass. What does double mean? What are 2NT and 3NT? The answers to these questions should help define 3.

I agree with this, but would add in a very good hand with clubs.

We currently play

1 (1) 2 (2)    note 2 is f1r, not gf

3 asking for a spade stopper, could be an advanced cue in support of hearts.

2N (11-13 showing a spade stopper)

3N (14+ showing a spade stopper)

X undefined, we play support doubles through 2

In general, IMO when the other side has bid and raised a suit, we have found very limited need to have 3 different ways of probing for (or placing us in) a notrump contract; and leaving another call undefined.

 

There must be more frequently valuable tools for all that useful space.

With my favorite partner, we would have played X support, 2NT good/bad, 3H 'good', 3S stopper-asking, 3NT to play, but in the more typical arrangement where X isn't support after 2S, you have a variety of choices what hands to put into the double. I don't really know what is most common.
