In 2/1 you need a gadget to show it, like the artificial 2♠ after 1ST or 1♥-3♣ = nat invite. Anyway, without gadgets you have to guess and my guess is the underbid of 3♣. That seems like the percentage bid, as pard rates to have 12-13 hcp more often than 14-15. You might not get the level right, but you will play the right strain.
