Usually when people say this they mean they would open in standard american or SEF or something like that. However, 2/1 only really applies after 1M openers, and it doesn't apply at all after 1♣. This one is quite far away from "so horrible I wouldn't open it". First of all, it has two aces. I don't think I would pass any 12 count with two aces. Secondly, half the points are in my only "long" suit, that's pretty decent. I generally hate 4333 shapes but in some ways A9x AQxx Qx 9xxx would be a worse hand (devalue the queen a bit) - I would still open that one though, and taking away the nines wouldn't make it close either.
