So... new suit at 2-level=6+ and has a meaningful prepared rebid (second suit, stopper, 6+ suit nf)new suit at 3-level=GFjump shift=GF 6cd suit2N=bal 8-10 or 14+ with stopper3N=bal 11-13 with stopper3C=bal 8+ without stoppercue=clubs GFdbl=takeout shape 6+P=0-5 or 6-7 other After 3C, opener can cue bid as stayman (or bid 3D as Stayman when their suit is clubs). After 2L suit bids, both partners can force with new suits, can cue bid to show extra values or retire in 2N (if available) as nf or raise a suit shy of game as nf. The idea that responder passes with a semipositive 1-message hand is that it leaves space for opener to start describing his own hand. That space includes the use of the double.So for instance, if I'm responder with xx Axxxx Qxx xxx and encounter 1C (2C) I can pass and bid 3H over opener's reopening double or 2S bid.
