This makes them better than a small one which leads to 3 tricks for declarer without losing one and potentially allowing the re-endplay with the 4th one. 9 is clearly better than J if there's an option of ruffing one. The opponents cannot help but take two trump tricks and the heart Ace. The trick is timing -- getting to a club trick before Declarer establishes hearts for pitches. BTW, whereas the Jack or the 9 work on this hand, the 9 seems better because 1. It works better when partner's Queen is doubleton, and2.
