Nah - for a start, use of "touching cards are equal" and similar rules would cut down the number of possibilities quite significantly.

 

Besides, in a situation like this, you say

 

- 3 trumps left, i have KQJ10

 

- assume the worst, I need 3 to draw trumps

 

- thus I can afford to use the K/Q/10 to ruff

 

- ruffing high never loses, whereas ruffing low can

 

- therefore I ruff high

 

It's only when GIB suspects he might lose trump control or whatever that he needs to start simulating.
