Double could in principle be right, but if we do double we are basically just offering RHO a chance to play 3NTX if he likes his chances there or run to 4♣ otherwise. He knows more about the deal than we do. If 4♥ is too high, so be it, I can't sell anyway to something without having shown my support. From our hand, we can tell RHO probably has 7 solid clubs, and a heart card at the very least, this means we are (probably) not beating 3N more than one, and it may even make. I think 4♥ is odds on, and if nothing else, will be a good save. I really hate the low doubleton in clubs, but partner will have a stiff a fair amount of the time. With a stronger hand we would want to double first, but that would run the risk of RHO running to 5♣ before we had shown any support.
