This does not literally mean I don't understand the question "who is to blame", rather I cannot imagine why there would be a question of who is to blame. Afaik, 4♥ shows a desire to play 4♥. Communication by email and postings can lead to mis-communication but I would assume that pretty much all of the responses are based on a similar view of 4♥ and so there seems no reasonable answer to the question. Sort of "Ok, I'll go along with the gag" answers. Or else, I really just don't understand the question. Don't play in indies if this sort of thing upsets you. For some reason he bid 4♠ on a 4 card suit, perhaps playing Kickback RKC (in which case East gets some blame for passing a forcing call)?
