I'd assumed that the parts of the White Book which were in italics and followed by "[WBF Minutes ...]" were intended as direct quotations. In fact, I now see from the introduction that they are merely "the EBU's understanding of those minutes". I still think it very odd that the EBU should understand the clause "A regulating authority has unrestricted powers to regulate conventions under Law 40D" to mean "A Regulating Authority has unrestricted powers to regulate understandings under [Law 40B]". And I think it very odd that the EBU should believe that all agreements fall into the category "may not be readily understood and anticipated by a significant number of players in the tournament". For example, an agreement that 1NT shows a balanced hand will be understood and anticipated by everyone in any EBU tournament.
