I need to tell my partner about my strength and the ♦ and ♣ length. Bridge is a team game and partner needs information for his actions. We have chances to reach and make a minor suit slam, if we have a fit.

It would be great to have a bit to show both minors, if none is available 4♦ followed by 5♣ should show our distribution and some strength.

I bid 4D, then 5C over 4H. We certainly can have a laydown slam in either minor here.

I would double and pass. Double seems like the most flexible first action, catering to finding 3NT or playing 3SX when it's right. I'm not so worried about missing slam here - this hand really isn't that good so it seems like 4♥ is likely to be the right game if partner bids that.
