Okay, so I guess pretty much nobody here plays it as 22-24 balanced then.

The following different sequence ( an immediate Overcall ) shows Opener with a 22-24 balanced ( I believe in Bridge World Standard ):

 

2C - ( 2D/2H/2S ) - pass! - ( p )

X = 22-24 balanced

 

where Responder's pass! was forcing ( whereas if Responder had Doubled, it would have been his weakest action -- immediate "2nd negative" . )

Edit... I just clicked on the website in rbouskila's post for the Bridge World:

and it shows that Free is right !!! Opener's X would depend on the meaning of 2 in your original sequence ( Overcall AFTER Responder's bid ):

 

2♣-(Pass)-2!-(2♠)

X = ??

If 2D were waiting but positive, then Opener's X = ?? undefined by Bridge World...

 

Bridge World only shows this sequence after Responder's immediate negative ( 2H! ) :

 

2♣-(Pass)-2!-(2♠)

X = PENALTY, whereas pass would be forcing.

Conclusion: I have no (reference) answer for your sequence.

Something to be discussed with partner.

 

Edit 2: In my previous post I just "assumed" Opener's X was penalty for the 2D! ( waiting, but positive ) case also.
