It seems far more preemptive than the other options, and seems unlikely to be punished. I'm surprised that double is so popular. Is the idea that a 4/3 fit at the 2 level will be a good save? What happens if the opponents compete to 3? Will partner be open to the fact that we might only have 3? I wouldn't have even considered pass here.
