Yes, and very lucky to have survived CHO's possible advances to the first double, which would have created no way to show the hearts.

 

To the first question: I doubt this sequence is described anywhere in standard bidding.

It had better be a very strong hand with hearts, as most experienced pairs play that a direct 2 call over 1 is natural on this auction. So, doubling first and then bidding hearts shows a very strong hand (not a 16 count as was often taught when I first learned the game).

 

The modern trend is to have a higher ceiling on the strength of a simple overcall. It is not uncommon to have 16 HCP, 17 HCP or even 18 HCP for a simple overcall. Doubling with a single suited hand followed by bidding that suit shows a hand stronger than the top range of an overcall.

 

That said, it is interesting that the powerhouse one-suiter does not want to penalty double the 1NT call. Is the second double still for takeout? I suppose that may depend on whether you play sandwich NT which was available to you on the first round of the bidding.
