It has happened before and it will happen again. BTW: What was the form of scoring and the vulnerability? Vulnerable at IMPs, I think 3♦ is obvious. At MPs, I could understand a conservative pass. I think doubling and raising implies a hand of about this strength (I'd cue with a little more), approximately this shape (no 2♠ or 3♣ call), and no ♦stop. It's the same invitational strength as 3♥ but I don't see why I should force us to what can easily be a 4-3 fit when we might have a 5-3 or 5-4 fit in clubs. If partner has 5 hearts he will go back to 3♥ anyway (except maybe with 3+ clubs). If he has 4 hearts and is so weak he won't accept my invitation then I think 3♣ will usually be as good as or better than 3♥, maybe even if he has a singleton club.
