How about 2, 2, 8 and 1 with double honours in hearts, diamond and an ace but no more in spades- after you denied spades so much there is no other good option then 4 hearts.

I think... you can bid 3 with that!

6, 3 I guess would be the logical meaning, probably 22 with relatively little in the way of high cards in the minors.

Opener's bids do not make sense to me except as a picture bid sequence showing 6+ spades not good enough to bid 3S directly over 2H, exactly 3 hearts, and crap in diamonds and club.

 

But why not raise 2H to 3H with that hand?

Partner will rebid 2NT very often and then 3H is a great description. If he rebids 3m, 3H is normally just 2 cards so it's bad for us. Give and take, what goes around comes around, yin and yang.
