I would like to hear how my partner might bid and if you could maybe suggest how the entire board may be bid ... South should pass instead of bidding 1♥ obviously 2. 2NT in fourth seat ought to be natural but I would regard this hand as too strong so would double instead, e.g. bidding 1NT with 12-15, dbl and bid 1NT with 16-19, bid 2NT with 20-21, dbl and bid 2NT with 22-23. 3. After East's 1♥, West has to choose to between 2NT and a GF. This is pretty close since it is a very good 23 and on a percentage basis partner usually has some bits and pieces, as here. If West bids 2NT East should pass. If West bids 2♦ (cue bid and GF), you will reach 3NT. Given that South responded 1♥, I would double with West and might only bid 2NT over East's 1♠.
