I could totally be convinced this is an overbid but I've got a trick taking-hand, which I think 3♥ shows better than 2♥, even if my strength isn't quite there. Agree with your operating thesis. Could be a good dive over 4 of either minor, could make but I'm not letting the opening bidder show a minor in comfort. 3♥ might do the job but shows more strength in high cards with 1 less heart? That could lead to 4♣ or ♦ by opener and pard owning a legit double that I won't be fond of. Bidding 2♥ and letting opener bid 3 happy ♣ or ♦ (or more via a double) is asking for trouble. Pard is very unlikely to hold decent values, so bidding anything below 3N will give opponents too much room to find a minor suit fit or even spade game. And even if he has some values then he is odds on to have too many spades for you to survive 4H contract, 3N is much more likely (but not very likely either) to make. If so, she could have just about any shape with no bid. 4♥ is an effort to block any big or biggish 2-suiter that can cause a lot of grief or if they find a minor fit such as 4♣ on my left and 6 on my right.
