This is why it's good to have a slower auction, starting with 2♣-2♦ (waiting) - 2♠. You can still get to 3NT when it's right (3♦...3NT) but you can also reach a spade contract opposite the hand above (2♠-3♠-some cuebids). To make any sense, I could not see the bid having a control and the particular hand would have been maximum for the bid. Just never come across this previously and was intrigued to what the remainder of the bids were.
