That would be what I want it to mean on this hand, but I don't think it would be interpreted as a heart preempt. The double, if it showed a whole lot of minor suit cards (for instance), would be free from vulnerable penalties unless a minor was chosen --since they probably can't make 4H their way. It is also very likely RHO is void in hearts, and LHO doesn't know about that yet. If it goes pass pass XX or pass pass keycard on a hand that was passing 4S, I think that would be a disaster.
