With the overcall, it's somewhere between preemptive and invite. It also depends on vulnerability as well. With a "reinvite", to bid 4 usually means we have a shortage (most likely hearts in this case) and most likely we would've just bid 5 or 4. With slam interest you can bid 3.

 

On the 2nd one, it's slam invite.

I think the question is best answered by what partner did not call....3, presumably asking you if you had a stopper! Now if he was only interested in game he should have just bid 3NT himself or 3 if he needed a stopper. Consequently IMO 4 is forcing and looking for slam.

This was my hand and I wondered about the Spades.

I did bid 4, but my partner did take it as slam interest.
