- What is the HCP (suppose no points in spade) you need to bid?

- Will you DBL or bid 4H?

Minimum hcp doesn't really matter, but you should place pard with 7-8 points and bid accordingly. To double or bid 4H depends on heart suit quality. The lower the quality, the more you would tend to double.

 

Another point, which is perhaps the most important one, is, if you have a good hand, you have to bid NOW. Pard rates to have 3-4 cards in spades and won't have enough points or shape to balance if you pass 3H. If you pass, you risk a pass out on 3S, so you'll have to be sure that fits you fine.
