Opposite a passed partner it is even more clear cut; you don't have the values to make a game, your D suit is threadbare and you risk a big penalty. Despite adhering to many modern standards, i still maintain that double should have classic shape for minimal to intermediate takeout doubles and am very rigid in 2 level overcalls. This hand does not fit requirement of either overcall or double hence I pass.
