If partner cannot act over 2♠, it is highly unlikely that you will have missed a makable game. Whether you will be in the best spot is another matter entirely, but it should be playable. Its possible that they play weak jump responses. Then 1♥-2♠ and 1♥-1♠; 2♣-2♠ would show the same hand type with the latter being the stronger variant.
