Just checking that I am not missing something.

The WBF Brown Sticker Classification includes

"Brown Sticker Conventions and Treatments

The following conventions or treatments are categorised as 'Brown Sticker':

a) Any opening bid of two clubs through three spades that:

i) could be weak (may by agreement be made with values below average strength) AND

ii) does not promise at least four cards in a known suit.

EXCEPTION: The bid always shows at least four cards in a known suit if it is weak. If the bid does not show a known four card suit it must show a hand a king or more over average strength. (Explanation: Where all the weak meanings show at least four cards in one known suit, and the strong meanings show a hand with a king or more above average strength, it is not a Brown Sticker Convention.)

EXCEPTION: A two level opening bid in a minor showing a weak two in either major, whether with or without the option of strong hand types, as described in the WBF Conventions Booklet. Defensive measures are permitted for opponents as in 6 below. "

The bold is mine.

A pair is playing for their 2♦ opening:

"0-9 M’s 4/4 up

11-15 4th seat 4♠+5♥

or short ♦"

It is unclear to me whether the "or" just applies to 4th seat or in any seat.

I am assuming "short ♦" means the standard Precision 2♦ hands - 3415, 4315, 4414, 4405.

Is this Brown Sticker?

Or perhaps what interpretations of that convention card disclosure make this Brown Sticker?

I think they are playing:

1st to 3rd: both majors weak

4th: flannery or 3-suited short

If in 4th seat it's 5-4 M or 3-suited without , it must show 13 HCP to not be brown sticker as there is no anchor suit.

In other words, if the 3-suited variation always shows a specific 4-card major (by disallowing for example 4315) you are OK.

I interpret they play the bid as Gerben described.

In the first 3 seats it could be weak but promises a (actually 2) known 4 card suit.

In 4th seat it can not be weak and thus does not need a known 4 card suit.

I don't see this as a BSC.

This would be my interpretation too.

However if the "or short diamonds" applies in all seats, then it will be a BSC.

I think any 2-opening that shows 10+ points is allowed. Mini-roman has no anchor suit.

But this could be 9 points so it's a BSC.

If there is any weak variants of a 2-opening bid it must hold at least 13 HCP for all variants that do not contain a known suit with at least 4 cards (Unless covered by one of the specific exceptions).

any 2-opening that shows 10+ points is not allowed

If the two-opener does not have any weak options, which means that it guarantees an average hand (10 points), then it is not a BSC whatever it shows.

Sure, exactly what I implied isn't it? (If there is any weak variants of a 2-opening bid it must ...)
