Given you description, 3D is natural GF, and certainly not a splinter.

But whatever - 6C basically covers all bases, as long as p opens 1D

with 4-4 in the minors.

Partner has been playing bridge for a little less than a year and doesn't have a good understanding of reverses yet. The opponents are intermediate. Your call?

Make your sane call for what the auction shows 3 and be ready to pass 3NT :P

Meh. Do we trust p to understand and respond sensibly to something like 3? If so, I plump for that option and postpone my decision.

 

If p doesn't understand and respond sensibly to things like 3, but we think that his/her declarer play is not too bad, then maybe punt 6.

 

Otherwise 3NT seems the best hope for a reasonable score.

When I have seen people who don't understand reverses make the jump reverse they usually have been making a natural game forcing bid. So I'll punt 6 and hope that if this was somehow a mini-splinter partner returns to spades and it makes.
