Auction a leaves the decision to south, and with very flat shape and a lot of points I think double is favored. The other auctions leave the decision to north, who often has shown a lot less heart length and overall shape and is likely to compete to the five-level.

I think West should bid 4 when he sees that the opps are going to compete but it's right to yield control of the hand to East when there is no certainty that it is going to be so contested. N was a little pushy in hand a but he has a great suit and opps haven't advertised so many points (partner could have the same hand with a heart moved in spades very very easily, and the club queen in East's hand so as not to make S too maximum)

Is this the same north who doubled 2♠ on board four?

 

It seems to me that bidding 4♥ over a preemptive 3♠ here is a very reasonable action by north. While it's certainly possible that north is a conservative bidder and selects pass, this does not seem consistent with the north who got his head handed to him on board four by jumping into the auction on a substantially worse hand.

 

Certainly there are going to be hands where the decision of north (or some other player) between aggressive and conservative actions will matter. This is one of the reasons doing this is so hard. But it's easy to make a particular south choice (in this case pass) look bad by having north consistently make wrong decisions in both directions...
