Partner will have on avg. 8HCP, this means you have 20HCP,you have a opening bid, which ensures, that you will play your best fit, and you will have a 8 card fit - most of the time, your opening bid makes it also very hard for the opponents to enter the auction.=> You have a good chance to go plus, hence open. If you would not play Flannery, than I guess there is a strongercase for Passing this hand out, although I still would open. And this is a rule of 16 hand, even with a possibly usefull ten, and heart length which should also be factored in although of course less crucial than spades length! And you even have an opening that allows you to bid this hand in one go, depriving opps the 1-level! Make ♦K a small diamond and we can discuss.
