In those situations, I often find myself asking, for a few seconds, if what seems to be happening is what is really happening instead of reacting reflexively. Usually it is. But not always. The latest data on the Health Expenditures by state of residence chart is from 2004. You can see (page 10 of 19) that Medicare paid $8,462 per year for personal care for each of the Minnesotans who moved to Florida, but only $6,435 per year for the folks who stayed in Minnesota. So if I follow your point, Minnesotans should retire to Florida and get their $8,462 per year Medicare payment but REALLY get their care in Minnesota and only pay $6,435 per year, thus pocketing the difference so they can have enough money saved to retire to Florida.
