Forcing or not?

Yes, when responder has shown values then a new suit by the T/O Xer is forcing. This includes even a freebid at the 1 level like 1C X 1D 1S p 2H is forcing. Maybe in the modern game it shouldn't be since the 1S bid could be very light, but that's how it is currently played.

 

CERTAINLY when partner has jumped though a new suit is forcing.

Forcing? It seems to waste a lot of bidding space and appears to duplicate a qbid in this situation. In your example hand what is 3 or 4 instead of 2?

What bidding space is wasted? And since when would a cuebid there show hearts? I'm confused.

1C X 1D 1S p 2H

 

what is wasted is a use for (1) X (1) 1; (P) 3 or 4. Essentially 1 is at best a minimal non forcing response so you need to create degrees of meaning with your other available calls
