Much more frequent when the opponents have a 9+fit and you certainly don't want to force to the 5 level unilaterally (if we're short in spades, partner is long in them). Partner passed already after 3 ♦, so there are many hands he cannot have- like a good hand with 4 HEarts. But no matter what your agreements are, this is an easy pass. If you are happy enough to score 5 tricks, be happy. There are millions of ways this could make- starting with hands where partner does not possess the ace of diamond... Pard didn't double 3♦, so he rates to have a 12-14 NT type of hand, meaning they're at the 4 level with at most 21 hcp and an 8 card fit. Sure, maybe it makes. You have to pass here even if you think they are down since double shows values, it's not strict penalty and partner may not pass it. Will you feel happy if he pulls to 5♦?
