3 (strong diamond raise). Partner's double suggests penalty.

 

Partner shouldn't have a hand that's 12-14 balanced, so he's either reasonably strong and unbalanced (if he is, his shortness is likely in spades) or 18-19 balanced. Both of these things are good, so we will probably end up getting to slam, but I would start with 3 just to see what happens.

my plan is to pass here and see if partner has a penalty X of their runout suit.

3 now , support later strongly. This should show good hand for with control.

 

I would be happier about my choice if this was IMPs. In MP 5 might be worse than 3NT, but I think there is enough chance of a making slam, or of 3NT being bad , that I will risk supporting on the 4 level.

I would bid 3 as a strong Diamond raise too.

 

But as this is the B/I section where unusual vs. unusual is unusual, I would try to raise partner directly. As my hand is too strong for 3 , I would try 4.
