Because 1) 2♣ is a NFB and 2) 2♠ is a LR+ for ♦ which are great for part scores but tough on game bidding and last time I checked if you bid game you get 300 or 500 xtra points instead of 50. The idea is to not be worried if partner passes it out on a balanced min, so I wouldn't pass on a hand good enough to invite game opposite that.
