The only time I'd open it 2♥ would be in third seat and I'd have to be White at MP and White vs Red at IMPs vs opps who have some skills at punishment. It is close to 2♥ vulnerable but not close at unfavourable. Perhaps I would PASS with a suit this bad but I know plenty who would open. MPs is better than IMPs for a preempt on a bad suit.
