preempt or not ?

Not to mention the stiff vs stiff diamond. Partner is favorite to have

KQxxxxxx

at least 2D. A side ace/trick is surely possible for me.

or KQxxxxx and a 4 card side suit (probably D) and once again a side ace is surely possible. So the 5 level is very safe and 6 is a clear possibility.

What this essentially means is that if your partnership has firm standards whatever they are for your preempts (and other bids) then you will be better placed to make judgement calls.

This sort of hand will always cause discussion on a forum but in a practiced partnership it will either meet the requirements for 4 or not and then mostly the hands that continue will be easier to work out based on the partnership's agreements.

The 4 opening can best be classified as a psyche.  It might work, but it isn't a proper description of the hand.

South might move on his hand, but, on a bad day, he could be turning a plus into a minus.  Partner could have:

KQTxxxxxx

x

x

xx

or

KQTxxxxxx

xx

x

x

These hands are legitimate 4 opening bids.

As Fluffy said above they are also extremely low frequency hands.

Last I checked it was not very common for a player to open 4 vulnerable.

Yes, these are low frequency hands. And opening 4 vul at IMPs should be a low frequency action.
