smokinal
There are a number of players who routinely "kill the clock" during speedball games. It is proposed that something analogous to a chess clock be appended to the software and that the DIRECTORS spell out that each players share of the 4.5 minutes (270 seconds) is 62 seconds for bidding and play of each hand. Allowing 10 seconds for the bidding leaves 52 seconds for the play, or 4 SECONDS PER CARD. If the bidding takes 23 seconds, then each player has 3 SECONDS PER CARD to play. If individual total times were accumulated and one PAIR has used up more than (pick a number) 65% of the 4.5 minutes, they will be assigned an ave- for the hand. If the offending side would have scored less than 40% if they hadnt dragged their feet, they will be assigned what the Tournament Director deems appropriate. TimG
If certain players routinely "kill the clock" won't they end up being late a greater percentage of the time than an average speedball player? I think it would be more to the point to penalize habitual offenders rather than what might be isolated cases.
0 carbon
Better to always have some penalty to encourage fast play. There are other ways to encourage playing faster, eg, have a green circle, divided into the number of boards per round, with a red color slowly being rotated into it. If timers are kept for each pair, have a 2nd circle for the pair, as well as overall. But let players use all the time for the round (usu 1-3 boards) rather than handle each hand separately

TylerE
Perhaps the simple solution of adding repeat slow players to your enemies list?
