Cascade
East has a lot more than one might have for 5♦. However West has play for slam opposite less - e.g. two fewer diamonds and extra length in the majors (extra clubs are fatal obviously). But I am not sure that the lack of aces and gamble on the club position are quite enough to risk 6♦. East would certainly bid 5♦ on a trick less and perhaps a little weaker than that. So maybe East needs to do more. If you are like me that is awkward as the only stronger options are double and bid or an immediate 6♦. We are clearly not good enough for an immediate 6♦. And double with these sort of hands can lead to all sorts of awkward situations.
ArtK78
Classic example of "sometimes preempts work." Both partners have a lot in reserve for their actions - East's 5♦ is better than a lot of 5♦ calls would be in this position, and West's pass is certainly a lot better than a lot of similar passes in this position. But both calls are reasonable. I don't believe either partner is clearly "to blame."
