Partner wont have any defence, against 4S, i.e. 4S will make, I have 2-3 tricks for partner, I can raise the level by 2 tricks.Unfortunatly the spade shortage is not a plus, becausepartner will have also at most 2 spades. If partner is allowed to bid at little insane facing a passedhand, Pass is the better option, because 5C is agressive. I think in this sequence that 5♣ suggests a club lead (or no care) whereas 4NT suggests "something else." That said, I pass. In your example 5 club had been a good save opposite a 7 card suit, because then they had made 4 spade in comfort. This is even true, when partner had lesser clubs. Live with this occasional losses and be happy to be able to preempt quite often. Or play like they did in the 70s and have well defined preempts.
