I wouldn't open this 2♥ in second seat, red versus white. 3rd seat preempts can be a bit wide ranging, but suggestions 2♥ with this is taking things WAY too far. Passing also seems completely obvious Partner couldn't scrape up a double our a raise, so we have not fit and there is a strong NT sitting over us. On this hand it looks like it could have gotten lucky, what with pard knowing how many hearts I have and what might be a good lead -- and the opps being deprived of a lot of bids.
