You open a non-forcing precisionish 1♦ which promises 2+ diamonds and is either an balanced hand with 15-17 OR an unbalanced hand with 10-15 and no 5M or 6♣ (could be (42)25, so unbalanced doesn't promise ♦). Partner's later double is undiscussed, but probably optional with good values and short hearts allowing us to penalize them if opener has 4 hearts or the good nt hand and bid something else without that.
