I would raise diamonds if partner opened them (I prefer inverted, but if I must bid 3D to show this hand, so be it). If partner opened 1C, I would bid 1D. There is a lot of reasons, not the least of which with partner having clubs, I don't really want to play the hand in nortrump from my side of the table. I assume minors will not be a problem for possible NT contract, but leads from either major it would better in the long run if partners holding in those suits got to play last (positional value) First hand or not, vulnerable or not, that is how I would bid this hand.
