Reporting Psyches

To Cascade:  Note the words "BBO Expert" and "complain" in the original post of this thread.

A BBO Expert is someone who has sufficient knowledge to alter his or her profile, it has no bearing on their bridge ability.

(1) Nowhere in the EBU's regulations does it say that it's improper to intentionally field a psyche.  Provided that no agreement or UI exists, it is apparently quite proper to deliberately field a psyche, hoping to get away with it but willing to pay the penalty otherwise.
A player must not infringe a law intentionally, even if there is a prescribed rectification he is willing to accept.

I see no reason why the word "law" in this law should not be interpreted to include regulations as well.

I believe that intentionally disobeying a regulation is a breach of one of the Laws, though I can't remember which one.

But my point is that there is no regulation saying "You may not field a psyche". All there is is a regulation that says "Under the following circumstances we'll adjust the score." If I intentionally field a psyche I haven't broken any rule.
