Your 3 was intended as Stayman, even though you are not quite sure that's your agreement. 2 was showed a weak 2 in a Major. What's your bid now?

This is the expert forum right...if my true expert partner bids 5c I pass.

The expert forum should also be used to find out about the experts' opinions. I think it's normal for experts to play with non-experts (isn't that what pros do?) and anyway an expert might once in a while do something rash. Anyway pass is a possibility, though I don't think it's a good one.

ok my expert partner can tell me how to improve on this bidding later in the bar. Speaking as a nonexpert if I am playing with a pro, at this point I am not very happy with the bidding so far.

Can't answer this. 3C is Stayman or Baron with anyone rationale, so partner is totally off the rails here. I am passing as well, because with this partner , for example, who knows what might happen?

To answer Hanoi. If this pd is supposedly an expert, then I would suggest she has a hand with 6C and and a D stop and the relevant range. Ok, maybe the hand should have bid 3C rather than 2NT, but having made the decision to bid 2NT, you must follow it through and not mastermind a 5C bid.
