You'll never be able to catch up and show values. 2S is idiocy. You're short a Diamond. Worse yet, you have an intermediate hand. 2S should be good or bad, but not in between. This leaves Double and 2H. Personally, I prefer a two level overcall to have a bit more texture than this, should I'm voting for a double. Lack of a 4th Club doesn't bother me much. No call is perfect; for examply you could end up on a 4-3 club fit that won't play all that well after 2 rounds of spades, while you miss a reasonable 5-3 heart fit, but you will avoid playing 2♥ doubled on a 5-1 or 2 fit. But no, I don't need play in ♣ or ♦, I need to not miss game with 3 cards support and good 7hcp in my p. Decision between overcall and take out dbl depend not only by shape but also of staistical possibility to make game. Hand in examle have enough power to make game even opposite preemptive raise and it don't have right rebid after negative response in ♣/♦. At MPs when holding 5h if I don't double there's no way to compete to 3h when pd has 3 card support for hearts and that can be the key to win the board. At IMPs this is a crystal-clear double.
