So the "obvious" concept is:

 

Bid 2 NT with no stopper and short spades and double with stoppers in diamond and spades?

 

On which hands does this gain? How likely is a juice penalty double when you have Qxx or Kxx and partner has 3 spades too? Isn't it much more likely to have a heavy gain by doubling when at least one of the partnerships owns four trumps and the other two?

 

And for 2 NT on xx. Is wrongsiding the contract with xx opposite Hxx no problem for you?

 

I would play to my normal rules: Double is take out, NT shows stoppers in their suit.

 

With the given hand I had bid 3 Heart instead of the double, second choice would be double followed by 3 Heart.

The double has to cover a range of spade holdings. I think two small is OK if the hand is otherwise good for defence. Here, however, responder has the worst possible holdings in both spades and hearts, and too many diamonds to hope for a trick there. I might be being influenced by seeing opener's hand, but I think responder should bid 3.
