"ELC" = "Equal Level Conversion" i.e. because the suit we're lacking is clubs, the pull to diamonds lets partner choose between the other suits without going a level higher. If we wanted to run to diamonds, we could have done that immediately; running through the redouble suggests an alternative. Pulling 2♣ suggests that clubs wasn't the alternative we had in mind.
