Since this was a link from a site which is somewhat disenchanted with the government it may be more than a little biased. Also, it is old, (dated '95) and so presumably based on info even older, so much of it may have changed even if at one time this was all true. I am lazy enough I don't want to check all the references, thinking someone here might be up to date on this.
