3 definitely.

 

You have a good spade suit and the required points, and not enough for double. 3NT shows 9 tricks and, try counting nine tricks in that hand.

3NT shows 9 tricks?!

I think it's possible to come to 9 tricks in NT with partner's help; hold up in diamonds to kill RHO's hand, then knock out LHO's stoppers. The small H doubleton might be a reason to bid 3S, but if 3NT is right we can hardly expect partner to bid it.

I vote for 3S. 3NT could work and is certainly reasonable but I know I would bid 3S, because 3S does not preclude 3NT (partner can still find 3NT [with DI] Kx, QTx, or even Qx to right-side the contract!), but 3NT almost certainly precludes 4S.

 

Another interesting factor nobody has mentioned is that partner is a passed hand. I think that takes away one of the winning scenarios for a 3NT overcall-- oftentimes when the partnership has a balanced 28-29 HCP 3NT plays just as well as 4S, but that won't be happening now. I think it's far more likely now that partner will have a mediocre hand with spade support and diamond shortness (the winning scenario for 4S).
