Maybe he is concerned about the risk of a third-seat opening where Opener has 4-4 in the majors, an uber-weak hand, and a desire for a heart lead. I would certainly criticize it since partner just got lucky to be able to show his hand, on many auctions he would never be able to show his heart support. However since he did get to show his hand, and in this case it could have helped us if anything, it's certainly wrong to assign him any blame for the result.
