Why not something more sporty.He wore his white skirt because his much more sporty red dress was out to the cleaners. If a more serious answer is wanted, I imagine it is because he believes this is the proper attire for a president when he is speaking in public. He chooses his own clothes, the members of the audience choose what they will wear, personally I cannot see a problem with this approach.
