It is a method of scoring only 1 table of bridge. There is a "par" calculated with a linear interpolation between 20 hcp=0 and 26 hcp=+400 (or +600 if you had bid a vulnerable game) and you substract it from your actual score. It makes Chicago scoring a little less luck-based.

 

For example:

 

23 hcp between the two hands:

 

the difference between the two sides=6hcp. You divide this by 3 and multiply it by 100 -> 200 points.

 

So if you make 4M, you get to keep 220, but if you make only 2M+1, it's -60.

clubs are 3-0 so they make 4 and you only have 9 tricks in clubs and NT.
